There is a need to realize green recovery projects that increase socioeconomic vitality in the short to medium term along with the realization of a long-term future of decarbonization. To this end, we need to build a theory and methodology to specifically design projects that contribute to green growth and local development that can bridge the gap between the current situation and the future, based on a multidimensional design of reasonable long-term future goals that reflect local characteristics, including decarbonization, toward the realization of a 2050 decarbonized society, and to operate, verify, and implement such projects in society. This is an urgent task. Research is needed to scientifically verify the effects by leading implementation in regions and cities that are engaged in ambitious social transformation from the realization of various instigating examples and tackling issues. We propose an industry-government-academia-industry collaboration study to diagnose the current city, draw a sustainable decarbonization future goal, and design an integrated environmental, social, and economic improvement project to get there, and report on the status of its promotion.
